21 Right of way The drivers of motorless vehicles (cyclists, riders, etc.) have the same right of way as the motor vehicle drivers. Anyone who is obliged to grant the right of way, is not allowed to hinder the person which has the right of way. He has to slow his speed at an early stage and, if he has to wait, to stop before the beginning of the junction. If necessary, the right of way has to be waived. Especially when there are signs that a road user will not behave properly. On secondary roads, the vehicle coming from the right has priority at road junctions.
